DepEd affirms no corruption under Sonny Angara’s leadership

The Department of Education (DepEd) released an advisory stating that there is no corruption or malpractice under the leadership of former senator and DepEd Secretary Sonny Angara, according to their post on DepEd Philippines.

This statement is related to transparency in the department’s procurement process to enhance public service for the education sector, the welfare of teachers, and especially for the benefit of students.

“The Department of Education (DepEd) is committed to fair and transparent procurement processes. We adhere to Republic Act No. 9184 (Government Procurement Reform Act) to ensure equal opportunity for all qualified bidders at all levels—from the Central Office to our public schools.”

“We strongly condemn any corrupt practices in DepEd’s procurement activities. Any individual or entity found guilty will face severe consequences, including blacklisting and criminal charges,” they added.

DepEd encouraged the public to promptly report any DepEd personnel involved in corrupt activities, especially in procurement.

“Your reports will be treated with the utmost confidentiality and in accordance with data privacy laws,” DepEd assured the public.

In the caption, they included the link for DepEd Memorandum 61 s. of 2024 regarding this matter.

The procurement process refers to the steps an organization takes to acquire goods, services, or works from external suppliers. In a government or institutional setting, it typically includes a series of regulated activities aimed at ensuring transparency, fairness, and value for money. These steps generally include:

  1. Identifying Needs: Determining what goods or services are required.
  2. Planning: Setting timelines and budget requirements for procurement.
  3. Supplier Selection: Researching and inviting suppliers to bid or submit proposals.
  4. Bidding/Quoting: Gathering quotes, proposals, or bids from suppliers.
  5. Evaluation and Selection: Reviewing submissions based on set criteria to choose the best supplier.
  6. Contracting: Negotiating and signing a contract with the chosen supplier.
  7. Delivery and Inspection: Ensuring goods or services are delivered as agreed.
  8. Payment: Paying the supplier once the contract terms are met.
  9. Monitoring and Reporting: Documenting and overseeing the procurement process for accountability and transparency.

In government agencies like DepEd, strict guidelines are followed to prevent misuse of funds and to uphold integrity, especially since the goal is to serve public interests—such as the education sector in this case.
