In recent years, the call for incorporating comprehensive sex education in the Philippine education curriculum has grown louder. Advocates argue that this essential topic can play a significant role in the overall development of Filipino youth.
Given the rise of early pregnancies, sexually transmitted infections (STIs), and the need for gender inclusivity, sex education can provide a critical foundation for informed decision-making, healthier relationships, and more responsible societal participation.

One of the most pressing reasons for implementing sex education in schools is the alarming increase in early pregnancies among Filipino teens. According to the 2019 Philippine Statistics Authority (PSA) report, adolescent pregnancies have reached concerning levels, with girls aged 15 to 19 being the most affected.
But what is more alarming is the report that the number of mothers giving birth at younger ages reportedly increased in 2023, according to a study by the Philippine Statistics Authority (PSA).
According to the PSA, 2,113 babies were born to mothers under the age of 15 in 2020, and the number continued to rise to 3,343 by 2023.
During a press conference held by the Child Rights Network (CRN) on Friday, January 24, they highlighted this issue amidst their call for lawmakers to support Senate Bill 1979 or the Adolescent Pregnancy Prevention Bill by Senator Risa Hontiveros.
It will be remembered that after several senators withdrew their signatures from Senate Bill 1979, the author of the bill, Senator Risa Hontiveros, announced that she would create a substitute bill to address the concerns of various groups.
However, according to President Ferdinand “Bongbong” Marcos Jr., he will first read the substitute bill before answering whether his stance on the matter will change.
Addressing Early Pregnancy and STIs
These pregnancies are often a result of unprotected sex and a lack of awareness about contraception and sexual health. A well-structured sex education curriculum can equip students with the knowledge and skills to make informed choices about their bodies and relationships. This education can help demystify contraception, debunk myths, and provide practical information on safe sexual practices, significantly reducing the risk of early pregnancies and STIs.
Additionally, sexually transmitted infections are still a prevalent issue in the Philippines. According to the Department of Health (DOH), the number of people testing positive for HIV in the country has steadily increased in recent years.
By educating students on the prevention of HIV/AIDS and other STIs, sex education can empower young people to protect themselves and avoid risky behaviors. Teaching the importance of safe sexual practices, such as the consistent use of condoms and the significance of regular health check-ups, can curb the spread of these infections.
Promoting Gender Equality and Healthy Relationships
Sex education also provides an opportunity to promote gender equality and respect for personal boundaries. In a country where traditional gender roles often dominate, it is essential to provide young people with a platform to discuss issues related to gender identity, consent, and respect. Teaching the concepts of consent, mutual respect, and healthy relationships helps prevent cases of sexual harassment and abuse. It also fosters an environment of understanding and support for LGBTQ+ individuals, encouraging inclusivity and tolerance in schools and communities.
When students are taught about the importance of consent and communication in relationships, they are more likely to make respectful choices and avoid abusive situations. Early education on these topics can prevent the normalization of violence, exploitation, and gender-based discrimination, helping to create a more inclusive and just society.
A Holistic Approach to Health Education
Sex education should not be limited to the biological aspects of human reproduction. It should take a more holistic approach, addressing emotional, psychological, and social components of sexuality. In this regard, sex education can encourage open communication about feelings, relationships, and the pressures that come with growing up. By integrating discussions about emotional maturity, peer pressure, and social media influences, students can better navigate their changing bodies and emotions during puberty.
Moreover, by addressing issues such as body image and self-esteem, sex education can help foster a healthy attitude toward one’s body and identity. For young people who may face difficulties in accepting their changing appearance or sexual orientation, sex education offers a safe space to discuss these matters without fear of judgment.
A Long-Term Societal Benefit
Investing in comprehensive sex education goes beyond individual well-being; it contributes to the long-term betterment of society. Studies from various countries show that comprehensive sex education leads to a reduction in teenage pregnancies, improved sexual health, and the prevention of sexually transmitted infections. It also encourages young people to take responsibility for their actions and make informed decisions that affect their future.
In the context of the Philippines, a well-implemented sex education curriculum can break the cycle of ignorance and misinformation that often leads to poor sexual health outcomes. It empowers future generations with the tools to lead healthier, more productive lives, which can, in turn, improve public health, economic development, and social stability.

Conclusion
Incorporating sex education into the Philippine curriculum is not just a matter of public health; it is a moral imperative. As the country faces increasing rates of teenage pregnancies, STIs, and gender-based violence, providing students with accurate, age-appropriate, and comprehensive information about sexual health is crucial.
This education can help break down misconceptions, promote healthy relationships, and foster a more informed, respectful, and inclusive society. It is an investment in the future of Filipino youth—one that will undoubtedly yield long-term benefits for both individuals and the country as a whole.
